What Are Mixed Age Couples?
A mixed age couple is defined as a couple where one partner has reached State Pension age (currently 66) and the other partner has not yet reached this age. This classification applies regardless of whether you are married, in a civil partnership, or living together as an unmarried couple.

Key Changes Since May 2019
Since 15 May 2019, significant changes have affected mixed age couples. Previously, couples could choose to claim Pension Credit when the older partner reached State Pension age. Now, both partners must reach State Pension age before the couple can make a new claim for Pension Credit or pension-age Housing Benefit.
This change means that mixed age couples making new claims must apply for Universal Credit instead of Pension Credit, which typically provides lower benefit amounts. The Department for Work and Pensions estimates that affected couples lose approximately £5,900 per year on average as a result of this reform.
State Pension Age Changes
The State Pension age is currently 66 for both men and women. However, it is scheduled to increase:
- From 66 to 67 between 2026 and 2028 (affecting those born on or after 6 April 1960)
- From 67 to 68 between 2044 and 2046 (affecting those born on or after 6 April 1977)
Protected Couples
Some mixed age couples are protected from the 2019 rule changes. You may be protected if you were:
- Continuously claiming Pension Credit since 14 May 2019
- Claiming Housing Benefit under pension age rules on 14 May 2019
- Already receiving certain pension-age benefits before the rule changes
What benefits can mixed age couples claim?
Mixed age couples making new claims typically need to apply for Universal Credit rather than Pension Credit. However, they may still be eligible for Council Tax Reduction, which was not affected by the 2019 rule changes.
When can mixed age couples claim Pension Credit?
Mixed age couples can only make new claims for Pension Credit once both partners have reached State Pension age, unless they are protected under the transitional arrangements from before May 2019.
How much is the State Pension in 2024-25?
The full new State Pension is £221.20 per week (£11,502.40 annually) for 2024-25. The actual amount you receive depends on your National Insurance contribution record, requiring 35 qualifying years for the full amount.
What is Pension Credit for couples?
Pension Credit tops up couples’ income to at least £255.25 per week. It consists of Guarantee Credit (minimum income guarantee) and Savings Credit (for those who reached State Pension age before 6 April 2016 and have modest savings or income).
